The way you book your driving test in the UK is changing forever. Starting May 12, 2026, the DVSA is implementing a "Booking Lockdown" to fix the broken system and cut down the 22-week waiting list.
If you’re wondering, "Can my instructor book my driving test?" or "How many times can I change my test date?"—this guide covers everything you need to know to stay compliant and get on the road.
1. Only Learners Can Book Tests (Effective 12 May 2026)
The biggest change is a legal one. From this Tuesday, it is against the law for anyone other than the candidate (the learner) to book, change, or cancel a car driving test.
Instructor Access Removed: Driving instructors are now locked out of the management systems they previously used for their pupils.
The "One Account" Rule: Every learner must manage their own booking through the official GOV.UK portal.
Why the change? This is a direct strike against booking bots and third-party resellers who have been "scalping" tests and reselling them for hundreds of pounds.
2. The "Two-Strike" Rule for Changes
Google searches for "how to move my driving test" are spiking because of the new limits. You are now only allowed to change your appointment two times.
If you attempt a third change, your booking will be cancelled.
You will lose your original fee and have to start the booking process from the beginning.
3. The "3 Nearest Centres" Restriction
To stop people from booking "placeholder" tests in remote areas, the DVSA is introducing a proximity rule. From June 9, 2026, you can only move your test to one of the three nearest test centres to your home address or your original booking.
Summary of New DVSA Rules (2026)
Rule | Implementation Date | What it means for you |
Booking Lockdown | 12 May 2026 | Only the learner can legally book or manage a test. |
Change Limit | Active Now | Maximum of 2 changes allowed before the fee is forfeited. |
Location Limit | 9 June 2026 | Swaps restricted to the 3 nearest test centres. |
Action Plan for Learners & Instructors
For Learners: Ensure you have your provisional license number and theory certificate handy. You are now solely responsible for your booking.
For Instructors: Since you can no longer see your pupils' booking details, you must request screenshots or confirmation emails from them to ensure your car is free for their slot.
Avoid Third-Party Apps: Using "cancellation finder" apps may now carry legal risks or lead to your booking being flagged by the DVSA.
Is the new 12 May lockdown making it harder for you to find a test?
